How to tell if you already have the latest version of an action set
Photoshop, or Elements actions that use the Action Player
Open up the action set in Photoshop or the Elements Action Player. Near the top of the list of actions inside, you will see
the version number, for example "Version 01.03."
It's possible that if you have an older version of the actions, you may need to run the "version" action
to see the actual version number.
If the number you find in your action is the same as the "Current Version"
listed on the updates page (probably the page you just came from), then
you have the most recent version.

Photoshop Elements Actions that appear as icons in Photo Effects
Open any image in Photoshop Elements (effects may not work if you don't have an image open).
Choose the particular action set (e.g. "AC's Web Frames") in your Elements Effects palette ("Special Effects" palette for Elements 5, "Photo Effects" for Elements 6) by choosing
it from the list. One of the effects
has a copyright symbol (©) as its icon.
Apply (run) that effect, clicking "Continue" if necessary, and you will see the latest version number.
If that number is the same as the "Current Version" listed on the updates page (probably the page you just came from), then
you have the most recent version.
