If you purchased an earlier version of my Chameleon Mats and Frames Actions and would like the latest version, I would be

Version 02.00 (09/30/2010)
As of today, Elements 9 has the following bug: starting the Action Player when editing a
multi-layer image creates an extra, unnecessary, layer. This layer has a generic name,
such as "Layer 1." I have reported this bug to Adobe. Meanwhile, I have made some changes
to the actions in an attempt to help you deal with this bug.

Added a note about PSE bug and how it affects the "change color" actions in Elements 9.

Added a note about PSE bug and how it affects Tweak actions in Elements 9.

Changed Tweak Frame and Change Frame Color actions to move the frame to the top layer,
as a work-around for the Elements 9 bug where opening
the Action Player when editing a multi-layer image creates a new layer.
Update: On 10/06/2010 I received from Adobe a notification that they have verified
the bug and logged it as a formal bug report.
